Provider Advisory Committee (PAC)

Substance Abuse Prevention and Control (SAPC) values provider input and sees it as critical to the success of Los Angeles County's transformation to a modern managed care model, inclusive of the full continuum of prevention, harm reduction, and treatment services. SAPC convened the Provider Advisory Committee (PAC) to promote effective and patient-centered prevention and treatment services. The PAC serves as an advisory body to SAPC and engages in an ongoing process to ensure SUD services are developed with the insight and knowledge of SAPC's provider network. In addition, SAPC staff from across the Division participate to provide a multi-disciplinary knowledge base.

2026 SUD Champions of Change Awards (now accepting nominations)

The Substance Use Disorder (SUD) Champions of Change Awards recognize outstanding work of SAPC provider agencies and staff. The awards celebrate individuals and agencies that positively impact the lives of people and communities affected by substance use disorders.

Nominate staff and agencies for recognition in one of the following categories:
  • Frontline Hero Award - Recognizes direct service staff who bring empathy, professionalism, and a deep commitment to client recovery and wellbeing.
  • Leadership Award - Celebrates individuals who demonstrate exceptional leadership, guiding teams and embracing change.
  • Administrative Excellence Award - Recognizes individuals who play a vital role in supporting agency operations, including billing, data management, and compliance
  • Agency Award - Recognizes an agency that has made meaningful contributions to the community.

Eligibility: Nominations must be submitted by an individual affiliated with a SAPC provider agency. Nominees must be staff members or agencies within the SAPC provider network.

Deadline: Friday, July 31, 2026.

    • Frontline Hero
      • Mike Cativo (Care Coordinator, L.A. CADA) was presented with the Frontline Hero Award and was recognized for building trust and engaging clients through empathetic, nonjudgmental support and harm-reduction education that strengthens both individual outcomes and the broader community.
    • Leadership
      • Archie Hoggan (Executive Director, Beacon House) was presented with the Leadership Award and was recognized for developing sustainable social enterprises, broadening services and housing, and leading a mission-driven workforce serving individuals with substance use disorders.
    • Administrative Excellence
      • Anai Arroyo (Administrative Assistant, Child & Family Center) won the Administrative Excellence Award and was recognized for ensuring seamless program operations and full compliance through strong authorization and documentation systems while leading capacity-building efforts that halved intake time, achieved 100% call response, and improved treatment completion outcomes.
    • Community Impact
      • The Teen Project won the Community Impact Award and was recognized for leveraging SAPC capacity-building incentives to expand evidence-based, trauma-informed services, improving MAT, data quality, and outcomes, while prioritizing equitable access for foster youth, trafficking survivors, and unhoused women by reducing financial barriers.
  • 2024 Award Winners
    • Frontline Hero
      • Juan Mendez (SUD Counselor, Volunteers of America Los Angeles-Central City Recovery) was recognized for his efforts in creating safe, supportive spaces where patients feel understood, facilitating group sessions on anger management and domestic violence, and advocating for patients to help them successfully complete the program.
    • Leadership
      • Aurora Morales (Center for Harm Reduction Program Manager, Homeless Health Care Los Angeles) was recognized for her work leading multiple outreach teams in Skid Row to distribute harm reduction supplies and reversing over 360 overdoses in 2024.
    • Community Impact
      • Cri-Help was recognized for integrating harm reduction into its SUD treatment approaches through the SPARK program and providing care to a monolingual Spanish-speaking community, supporting language justice in SUD care.
    • Collaborative Spirit
      • Van Ness Recovery House was recognized for facilitating cooperation on SAPC and DHCS projects, including the DHCS MAT Policy and SAPC Capacity Building efforts.
  • 2023 Award Winners
    • Change Agent
      • Annette Coleman, CADC-II (SUD Addiction Counselor, Didi Hirsch) was presented with the Change Agent Award for her work providing care and support for people with substance use disorders residing in Skid Row supportive housing.
    • Leadership
      • Thomas Farnham, MD (Medical Director, BAART Boyle Heights) was presented with the Leadership Award and was recognized for his efforts to develop and operate a 24/7 opioid treatment program.
    • Community Impact
      • Child and Family Center was presented with the Community Impact Award and was recognized for identifying innovative ways to help clients connect to resources and paths towards healing.  Nikki Buckstead (Chief Executive Officer) and Tiffany Rogers, CADC-II, LMFT (Program Manager III-Specialty Programs) accepted the award on behalf of the organization.
    • Collaborative Spirit
      • Beacon House was presented with the Collaborative Spirit Award and was recognized for sharing resources and mentoring other agencies, fostering collaboration that leads to better care for their clients.  Archie Hoggan, JD, MS, (Executive Director) and Jonathan Higgins, CATC (Chief Compliance Officer) accepted the award on behalf of the organization.
