The Tuition Incentive Program (TIP) offers individuals an opportunity to become a certified-eligible Substance Use Disorder (SUD) Counselor while gaining practical in-the-field experience.
GOAL: To expand quality employment opportunities that build upon an individual's unique lived experience, while increasing the availability of registered and certified SUD counselors,
who can support effective, long-term recovery for those affected by substance use in Los Angeles County.

TIP offers an accelerated, seven-month SUD Counselor Certification Program that is operated by
Tarzana Treatment Centers College (TTCC)
and includes 255 supervised internship hours with an organization in Los Angeles County experienced at guiding candidates through fieldwork.
TIP participants will also have opportunities to connect with potential employment in the Los Angeles SUD Treatment Network.
Benefits of Becoming a TIP Participant:
- Scholarships available to cover the costs for:
- SUD Counselor registration fee and pre-requisite course with any one of the three Certifying Organizations.
- TTCC’s tuition and materials for the 7-month certificate program (does not cover certification fees).
- SUD Counselor registration fee and pre-requisite course with any one of the two Certifying Organizations
- Connection to internships and potential employment opportunities with LA County’s SUD Treatment Network.

The following update is for prospective substance use counselors who have either submitted an application for the Tuition Incentive Program (TIP), or plan to submit one.
Due to federal, state and local precautions being implemented in response to COVID-19, also known as the coronavirus, we are working with our program partners to discuss what impact they will have on the TIP program. It could take us longer to respond to those who have submitted TIP applications. In addition, the planned start date for the program has been delayed. We will provide updated start dates as we receive them.
In light of all that is happening, we still encourage anyone who is interested to apply. And we thank those who have already submitted applications. Being able to recruit motivated individuals and train them to become certified substance use counselors remains a top priority for DPH-SAPC.
At this time, we ask for your patience and understanding as we finalize our next steps. Rest assured that we are working to provide updated information as soon as we receive it.
