SAPC encourages all agencies to pursue the two following Master Agreements:
1. As-Needed Substance Use Disorder Treatment Services (SUDTS) at County Behavioral Health Facilities (CBHF) Request for Statement of Qualifications (RFSQ) Number 2025-001 - Department of Public Health
The purpose of this RFSQ is to secure a pool of qualified vendors to enter into Master Agreement with the County to provide a variety of substance use treatment services at County Behavioral Health
Facilities. SAPC may utilize the BHF RFSQ categories listed below to issue Work Orders. However, to be eligible to participate in the BHF Work Order process, an agency must first have a BHF Master
Agreement Contract.
- Recovery and Respite Center
- Outpatient Services
- Residential Treatment Services
- Case Management
- Recovery Services

2. Substance Use Supportive Services (SUSS) Request for Statement of Q ualifications (RFSQ) Number 2025-002 - Department of Public Health
The purpose of this RFSQ is to secure a pool of qualified venders to enter into Master Agreements with the County to provide a variety of substance use supportive services. The categories listed
below are a sample of the categories that SAPC may utilize the SUSS RFSQ to issue Work Orders. However, to be eligible to participate for a SUSS Work Order process, an agency must first have a SUSS
Master Agreement contract.
- Capacity Building, Training and Technical Support Services
- Evaluation Services
- Harm Reduction Services
- Housing and Support Services
- Integrated Care and Network Adequacy Services
- Outreach and Engagement Services
- Prevention Program Services
- SUD Workforce Education and Training Services
