WHAT IS THE SOUTH BAY SERVICE PLANNING AREA (SPA) 8?

The South Bay Service Planning Area (SPA8) is one of the eight service planning areas (SPAs) in Los Angeles County. SPA 8 (South Bay) is the southernmost SPA in the County. SPA 8 encompasses the four health districts of Harbor, Inglewood, Long Beach, and Torrance, is 331.30 square miles, and has an estimated population of 1.6 million.

  • Inglewood Health District: Inglewood, El Segundo, Hawthorne, Gardena, Lawndale, Lennox
  • Torrance Health District: Manhattan Beach, Redondo Beach, Torrance, Hermosa Beach, Palos Verdes Estates, Lomita, Carson
  • Harbor Health District: Rolling Hills Estates, Rolling Hills, Rancho Palos Verdes, San Pedro, Wilmington, Avalon/Catalina, Harbor City
  • Long Beach Health District: Long Beach
  • Unincorporated Areas SPA8: Channel Islands, Compton, Del Aire, Harbor City, Hawthorne, La Rambla, Lennox, Long Beach, West Alondra Park, West Carson, Westfield, Westmont/West Athen
  • Total population 2006: 1,605,621

    Average Median Family Income: $48,463,55

    SPA8 Population estimation: White 32.7%, African-American 15.5%, American Indian 0.3%, Asian/Pacific Islander 13.3%, Latino 35.0%

    SPA 8 Mission Statement: To develop, implement, and institutionalize a strategic planning and management capability that enables SPA 8 to:

    1. Integrate public, personal, and private health services, and
    2. To lead, strengthen, and support an expanded response, in order to:
    • Reduce the burden of disease, death, and disability,
    • Improve the well-being of the population, and
    • Refine the planning, management, implementation, and evaluation of health care delivery systems.

  • AREA HEALTH OFFICE

    AREA HEALTH OFFICER (Silvia Prieto, MD, MPH @ 562-464-5348) The Area Health Officer (AHO) provides public health leadership in the Service Planning Area (SPA) and is in charge of organizing the planning of public health and clinical services according to the health needs of the local communities in the SPA.

    PUBLIC HEALTH NURSING Public Health Nurses (PHNs) work in the community providing disease management, health education and resource coordination to individuals and families.

    MEDICAL MANAGEMENT Clinical services for TB and STD; directs communicable disease and outbreak investigations; and offers medical consultation to private sector physicians.

    EPIDEMIOLOGY Collection, analysis and distribution of comprehensive health data and coordination of evaluation services.

    HEALTH EDUCATION Assessment, planning, implementation and evaluation of health education programs throughout the community.

    PUBLIC HEALTH INVESTIGATION Investigation and enforcement in the areas of communicable disease control, TB, STDs and conduct outreach programs.

    PUBLIC HEALTH REGISTRAR Issuance of birth and death certificates; assistance in reportable diseases. Outbreaks and unusual disease occurrence notification.

    QUALITY MANAGEMENT Clinical records and health information management to support quality and performance improvement; outcome monitoring.

    The South Bay Service Planning Area (SPA) 8, also called SPA8, is one of the eight Area Health Offices created within the County of Los Angeles Department of Health Services with the purpose of planning public health and clinical services according to the health needs of local communities. There are four major geographic areas within SPA8 called health districts. These four health districts are Inglewood, Torrance, Harbor, and Long Beach, with a total estimated population of 1.7 million people.
