The Contract Services Division is comprised of the following three components:
Contract Monitoring and Negotiations, Court Referral and Information Services Program, and Contract Management and Support Services.
The Division is responsible for: monitoring alcohol and drug abuse agencies that contract with Los Angeles County; providing
screening, referral, and tracking services for Driving Under the Influence and other offenders for eleven Los Angeles County Superior
Courts and maintaining liaison with private sector staff that provide similar services at six other courts; and processing ADPA contract
agreements.
The Financial and Administrative Services Division is comprised of the Financial
Services Division and Administrative Support Services. Financial Services is comprised of the following eight components:
Contract Reimbursement Unit, General Accounting, Materials Management, OMB Audit Compliance, Budget, Cost Reporting, Grant
Management, and Medi-Cal/Revenue. Financial and Administrative Services handles ADPA financial operating activities and other
financial related administrative functions.
The Information Systems Division is responsible for design,
development, and implementation of ADPA’s network operations, information technology support, and electronic data
collection systems between ADPA and contract agencies to comply with State and federal funding sources. The Division ensures
the compliance of ADPA and its contracted service providers with Departmental, County, State and federal policies and regulations
pertaining to the protection of electronic information.
The Personnel Services Division is the liaison to the Department of Health Services,
Office of Human Resources, to handle personnel and payroll related matters for ADPA and its employees.
The Planning Division is responsible for administering competitive contract solicitation and
selection processes for alcohol and drug prevention and treatment services, and coordinating collaborative activities with
other government agencies. The Division also operates specialized units administering the ADPA-contracted prevention system
of services, the ADPA-contracted system of treatment services for adolescents, and ADPA’s program outcomes evaluation
project (the Los Angeles County Evaluation Study or LACES).
