District Surveillance and Enforcement (DSE) ensures that residential
housing within Los Angeles County is safe, sanitary, and fit for human habitation. DSE
inspects more than 60,000 multiple family dwellings
(apartment buildings with 5 or more units), and responds to approximately 40,000 complaints
annually concerning
dwellings of 4 units or less.
RESPONSIBILITIES AND SERVICES:
- Enforce the California Health and Safety Code, Los
Angeles County Code, Title 11, and California Code of
Regulation, Title 25
- Inspect apartments for health code violations such
as vermin (cockroaches, rodents), and lack of
maintenance (electrical, plumbing, structural)
- Investigate citizens' complaints regarding general
sanitation and nuisance problems
- Make referrals to other agencies such as Building
and Safety, Vector Control District, Fire Department,
and Zoning
